How to Approach Your CCPA Cybersecurity Audit

How to Approach Your CCPA Cybersecurity Audit

Most companies already understand CCPA. The new cybersecurity audit requirement is a different problem, and it catches even privacy-mature organizations off guard.

A privacy program that satisfies CCPA doesn’t automatically satisfy this audit requirement. The audit adds a separate, independent verification that your cybersecurity controls hold up under testing. Organizations that treat it like another documentation review often end up scrambling instead of testing controls the way the regulation requires.

Where Does Your CCPA Cybersecurity Audit Scope Start?

An organization needs to know where California residents' personal information lives across its environment before scoping anything else. This goes beyond customer-facing systems. In-scope information can live in internal tools, vendor platforms, and applications that have nothing to do with customer data on the surface. That mapping work shapes how the audit gets scoped and what gets tested. Skipping it tends to surface as scope creep or cost surprises later in the process.

Who Can Perform Your CCPA Cybersecurity Audit?

Internal audit teams can perform this assessment only under specific conditions, since the team must report to the board or the audit committee and have the independence standards and skill set the work requires. Teams missing any of these pieces need an independent third party to execute the audit instead, and making that call early shapes both the timeline and the budget.

Can You Reuse an Existing Cybersecurity Assessment for CCPA?

Existing work from other parts of the business can sometimes support the audit but can't replace it. If the organization already depends on an assessment for its own internal risk or compliance purposes, that same assessment can't also serve as the independent audit. Using it for both breaks the independence requirement, since the auditor would essentially be checking its own work."

When Is Your CCPA Cybersecurity Audit Deadline?

Organizations over $100 million in revenue face an audit period running January 1, 2027, through January 1, 2028, with a first certification due April 1, 2028. Smaller organizations have more time, but the same groundwork still applies before their own audit period begins. Starting the scoping and independence conversations now leaves far more room to do this well instead of scrambling later.

Starting early doesn't mean having a finished plan today. It means taking an honest look at where your data lives, who's positioned to test it, and how much runway is left.
